Targets for phase 1 of ore-prospecting strategic action fully attained
On 25th April, the Ore-Prospecting Strategic Action ("Three-Five-Eight Ore-Prospecting" Action) Update Meeting was held in Beijing. The achievements and successful experience drown from phase 1 of "Three-Five-Eight Action"were exchanged during the meeting and the next steps for phase 2 were arranged according to the new situations and requirements.
"Three-Five-Eight Ore-Prospecting Action" is a strategic move put forward by MLR; an important measure taken for implementing the 12th Five Year Plan , improving the capability for the national resources security, and easing the rigid demand for the resources with the acceleration of industrialization and urbanization. In November 2010，new ore- prospecting mechanism was initiated by MLR, in which presented the goal of “Three-Five-Eight’, short for " making important progress within three years, making major breakthrough within five years, and reshape mineral exploration development layout within eight years".
The new mechanism of ore prospecting was carried out since the issuance of “Outline of Ore-Prospecting Breakthrough Strategic Action” examined and approved by Executive Meetings of the State Council in 2011, summarized as follows: “government-funded geological work goes first, followed by commercial geological work and linked by fund. Integrated Exploration is implemented, and breakthroughs are made rapidly”. Based on the new mechanism, the market will play the decisive role in allocation of resources, and the pattern is established with enterprises as the main body of prospecting investment; governments of different levels research relevant policies and reinforce the support and guidance; administrative agencies of land and resources organize and coordinate the implantation of the Action elaborately; state-owned prospecting units fully play the role of main forces of ore prospecting, with increasing investment from mining companies . Major breakthroughs were made after the implementation of the new mechanism, and three-year-goal was fully accomplished, making the recent three years the most fruitful period after the founding of People's Republic of China in terms of the ore prospecting.
Integrated Exploration was regarded as an important measure leading to major breakthroughs during "Three-Five-Eight "Action. Within the 109 pieces of integrated exploration zones, great priority was given to basic geological work, which has mobilized the initiative of mining companies to invest more and get more companies involved. The truth has proved that the outcomes of integrated prospecting zones are evidently more than other places. Integrated Exploration will lay a solid foundation for reshaping mineral resources exploration and development layout, optimize regional industrial structure, and strengthen resources security.
For phase 2 of the Action, MLR has put forward requests as follows:
1.Enhance the organization and coordination, and prepare the deployment for phase 2 of "Three-Five-Eight "Action;
2.Further open up the market, and ensure that the market play a decisive role in allocating resources;
3.Streamline administration and delegate power, and explore new measures for mineral resources administration;
4.Adjust and perfect the orientation of financial support of the governments, and make the geological technology further play the leading role in ore-prospecting;
5.Ensure mineral exploration conducted under the guidance of ecological civilization.
