The Eighteenth National Party Congress has set forth the Two Centenary goals, and established the overall layout of Five in One, thus laying the equal stress on ecological civilization  as well as economical, political, cultural, social construction. The core of ecological civilization lies in the harmonization between human being and nature, which requires us to pay highly attention to the rational development, economic utilization of resources, and the conservation of natural ecological environment. In the face of the particular stage of development and special national resources conditions of our country, we should firmly establish the idea of scientific development and ecological civilization, implement the strategy of putting the economic utilization as the top priority in an all-around way; continuously optimize the development layout of national land space, strengthen and perfect natural resources administration system; put in place the strictest systems for resources protection and economic utilization, improve the level of land and resources planning ,administration ,protection and rational utilization, and promote ecological civilization construction and the improvement and upgrading of economy. On the occasion of the 45th Earth Day, I sincerely hope that the whole society will join hands together to love the earth, to cherish the resources, to use land resources in an economic and intensive way, to protect the natural ecological space, and to make new contributions to the construction of Beautiful China and realization of the Chinese Dream of the great rejuvenation of the Chinese nation.
