 Overall guideline

 Firmly implement the requirements of the Party Central Committee, the State Council and the Communist Party of China (CPC)leading party group of the Ministry of Land and Resources (MLR)for strengthening energy and mineral resources exploration and development;further unite the thought and change the concept to take the geological survey on energy minerals as the most important work and as the top priority among the special projects of mineral resources assessment. To increase the investment, pool the professional talents of the whole system, fully rely on scientific and technological innovation, as well as system and management innovation, and support the national oil-gas exploration & development system innovation for realizing the significant breakthrough in geological survey on terrestrial energy and mineral resources in China during the next 6 years.

 
Key objectives

According to the national major needs and the requirements of the Party Central Committee, the State Council and the CPC leading party group of MLR, promote structural adjustments, transformation and upgrading of national public geological survey, give full play to the basic and leading role of public geological survey in exploration and development of scare energy and mineral resources, and provide strong technical support and public services to ensure the national energy security.


Highlight four key objectives: Firstly,support the desired competitive transfer blocks for oil-gas exploration and development system reformation, and priority offer the desired exploration blocks for Xinjiang oil-gas exploration and development system experimental reformation. Secondly, seize the commanding height in the process of shale gas exploration and development, support to form the production capacity at least of 10 billion m3, and play a crucial, fundamental and leading role in promoting industrialization of the shale gas. Thirdly, carry outinnovation mechanism, boost the strategy of coal-uranium and oil-uranium exploration, and play a crucial, fundamental and leading role in consolidating the resource base for nuclear power development in China and improving the energy structure and defense security. Fourthly, pool our superior forces, strive to make technological breakthroughs and seek to open the door to the QiangtangBasinoil-gas treasury.


Basic requirements

Firstly, follow the principle of overall planning and stress on key objectives. Adhere to formulate comprehensive arrangement schedules of multiple departments, units, professionals and technical methods and stress on the key targets, key minerals and key areas. In terms of overall work arrangement, stress on such key projects as southern marine facies shale gas, northern sandstone type U-ore,and new bed series in new oil-gas areas, and Qinghai-Tibet Plateau oil and gas.
 

Secondly, adhere to “Three Firm”. Firstly, firmly adhere to the orientation of geologic work for public utilities as the Party Central Committee requires. Secondly, firmly focus on the national major needsto determine the priorities of our work. Thirdly, firmly strengthen project and fund management.



Thirdly, adhere to the working mechanismas follows:“Basic Geological Survey First, Breakthrough in Strategic Survey and Following-up of Commercial Exploration”.



Fourthly, fully coordinate the basic geological survey with the Mine Administration and Management (especially Mining Rights Management) to achieve seamless cooperation.
